My friend used to be a teaching assistant and they got the parents up to school and all sorts when one of the girls kept playing with herself in the class.
I agree, unless the child has special needs (and even then giving the impression that it is acceptable is unwise) you are doing them no favours allowing it to go unchecked.0 -

It's probably a fairly unconscious habit so he's doing it without really thinking. Unfortunately this means he's unlikely to stop unless he's repeatedly told. It will take a month or so to break the habit and he'll need telling every time he does it.
Simply saying once 'Stop fiddling with your willy' will stop that instance of it, but he'll forget and carry on. Be prepared to tell him over and over. And enlist the help of everyone else. Easier said than done.
