try reading the NEWBIES - READ THIS FIRST sticky thread at the top of the forum, about 4th one down
then come back when you have decided based on what you read0 -
Read the Newbies thread to see what to do when (start by reading the step by step 'walk through' guide linked in it). We can't keep individually spelling out to every other poster what to do from scratch when the forum top threads shout it out in capital letters...sorry but that's why I wrote the sticky thread...to save our sanity here on this constantly overstretched forum.
In fact what did you learn about the appeals process when you at least read some ordinary threads on the forum, anything from page one would do, look:

We want you to win at POPLA and will help you further once you have done a little but of reading and drafted an appeal from the registered keeper (not driver).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

if you are in england or wales you would be stupid to ignore it
that NEWBIES thread tells you what to do, which is more than your reply
please read it again
and yes, always complain to the landowner (or shops, but deffo the landowner) - for starters
but you only have a certain time for appealing to PE0 -
READ THE NEWBIES THREAD AGAIN, PLEASE and you won't be asking:
'...do i ignore it or appeal to store where i was shopping ?'
Just look at coupon mad's signature for starters.
Ticket in a private car park in England/Wales?... DON'T PAY IT BUT DO NOT IGNORE IT EITHER AS THE ADVICE HAS CHANGED A YEAR AGO!

have read some of the links you have all suggested there is so much information on here slightly confusing ifas i am not familiar with it .So do i write to them there was 4 shops on the retail park ? or go to speak to them0
-
how do we know that the shops have anything to do with this car park or the landowner ?
you are asking us to tell you what to do when we dont know if its in england , wales , northern ireland or scotland , we dont know the name of the car park , or the landowner , or the shops either
you say you have read the sticky thread yet you dont know if you can ignore it or not ?
you say you have read that thread but dont know if you have to pay it or not ?
you have not mentioned the date of the incident or the date of the NTK either
perhaps my crystal ball needs charging up ?
or on the other hand, maybe you need to tell us more info if you require specific answers to your questions
thats my thoughts anyway (sorry to say)
no newbie is familiar with it, that is why you are asked to read the same sticky thread until it sinks in0 -
thankyou
