read the walk through linked in the NEWBIES THREAD, this tells you the time line of events
try complaining to the landowner or shops or whover anyone else has complained to in the past as well
assuming you wish to appeal, use the following to appeal to PE but expect them to refuse to cancel the charge and expect a POPLA code
then start on your popla appeal in notepad or word, possibly plagiarising previous popla appeals as in the threads I linked to OR from the ones linked in the NEWBIES threadDear Parking Eye,
As the registered keeper of (reg) I'm in receipt of your parking invoice xxxxxx dated xxxxxx. I wish to invoke your appeals process as all liability to your company is denied on the following:
1) The amount being claimed is not a genuine pre-estimate of loss to your company or the landowner
2) Your signage does not comply with the BPA Code of Practice
3) You are not the landowner and do not have the capacity to offer contracts or to bring a claim for trespass
These points and others will be raised with Popla should you not accept this appeal, and you will be expected to provide a full breakdown of your alleged loss, and your full unredacted contract with the landowner.
If you do reject the challenge and insist upon taking the matter further I must inform you that I may claim my expenses from you. The expenses I may claim are not exhaustive but may include the cost of stamps, envelopes, travel expenses, legal fees, etc. By continuing to pursue me you agree to pay these costs when I prevail.
Please issue your cancellation within 35 days of this letter, or forward a popla verification code.
Faithfully
this popla appeal will need submitting well within the 28 day deadline after its issued by PE, so the sooner you start it , the better as I cannot see PE cancelling the charge unless forced to by the landowner0 -

Are you ok following Redx's carefully set out help?
PLEASE do show us what you're going to write and send first, and we'll tidy it up for you. DON'T just use one of the letters shown here for advice, without tailoring it to your situation.
The stronger and clearer your language[no major spelling or grammatical errors; a courteous but no-nonsense tone] the better. If a Judge needs to read it[unlikely, but possible]it MUST be clear.
Start a little file - keep everything together and mark a 'Date received' on everything that comes.
Have you found your shopping receipts and checked your online Bank Statement for these proofs?
Ask for a Certificate of Posting at the Post Office for everything you send.
Redx has shown you how to start. You'll feel better once you have that first letter, with insistence on a POPLA code, en route. As coupon-mad says, it's a fishing expedition and these companies are legally obliged to provide that POPLA Code. It's key.
At this first stage, keep everything simple,. I included this:
'Proof of purchases associated with this 'parking event' is available.'
If you want to cut and paste, or photocopy each entry then, do so: I wouldn't at this stage.
Remember c-m's advice: the main goal is CANCELLATION, which will be via POPLA Appeal. Insist on that Code. POPLA Appeals cost the companies money. That is why they drag their feet.
I remind them that their continuing failure to supply a POPLA Code is noted in the Schedule of Evidence and Costs for any Counter Claim I may make.

The amount claimed is a penalty, not a contractual term.
If you do not cancel it, I require the validation code for POPLA by return of post, where I will also require that you produce your contract for the location.
