Ok, so they are not in a relationship but:
- they live somewhere rent free
- they have a joint account with someone else
- they transfered some of their own money from ISA into that joint account
- they miraculously managed to transfer over £5k into their own ISA whilst only be in receipt of JSA....
For one, they made a fraudulent claim from the start since not declaring their ISA and second, they clearly received significant income from another source that they were able to increase their ISA. It doesn't take a genious to conclude that there is much illegal activity that has taken place there. Whether they have a partner who has been providing that money, or the money come from other illegal sources, it is clear that something isn't right. Having to repay the overpayment would be the best outcome they can hope for.0 -

Are you being deliberately obtuse with the above? No-one needs to be "in a relationship" with someone for a relationship to exists. "Employer-employee" is a relationship. "Barman-customer" is a relationship, and so is "financial benefactor - subsidized lodger", which sounds a possibility here.0
