Help with car parking partnership

Hi over the space of 2 weeks I've received 2 Civil Parking notices from the above company for my place of work. The reason states is permit not on display but it was and is, I've had one for 8+ years so not sure if people short sighted or what. Initally plan was to ignore everything but reading here there appears to be a new plan of using POPLA? On one of the tickets I am beyond the settlement date and last letter was along lines of Debit Collector/CCJ...

Any pointers? Thanks

    No. Appeal PPC.

    PPC turns you down and issues POPLA code.

    You appeal POPLA.

    POPLA grants your appeal.

    PPC loses.

    Game over.

    But if you do it without our guidance, you will probably lose - and that would be a shame.

  • Thanks, I'll contact Car Parking Partnership and appeal on grounds of having a valid permit on display at all times and can see no reason why they would say otherwise.

    Ask them to provide you with their photographic evidence!

    As long as you have the letter (NTK) about each one, then appeal as the registered keeper and just put the 2 letters into one envelope and get a free certificate of posting from the PO counter (keep it with the NTK letters while you await the rejection letters and POPLA codes). Or email if the Notice says you can, but don't imply who was driving of course.

    You don't need to spend any time drafting something; you will have seen a dozen links to 'example first appeals' in the ''Newbies'' thread.

    No idea why you thought there would need to be special mention for CPP there, in the info thread about what to do re any fake PCN. All cases are the same.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

  • Hi, I appealed to them via email on grounds of permit is visible and always has been. Junk filter spammed it off though so just found the reply:
    Civil Parking Notice:
    Vehicle Registration Number:
    Date of Issue: 17/09/2013
    Location of contravention:
    Parked in:

    Please be advised that you were previously sent a Notice to Keeper. This notice stated you were required to do one of the following within 28 days from the date on the notice:

    1. Pay the outstanding amount £80 if you were the driver of the vehicle. OR:
    2. If you were not the driver, provide us with the full name of the driver of the vehicle and their current address where a notice can be served on them. (You are also required to pass this notice to the driver.) OR:

    3. Make a representation against / challenge the issue of the CPN.


    You did not do any of the above therefore you were issued with the Keeper Liability Notice. This notice clearly advised you:

    It is now too late to supply the name of the driver or to make representation against the CPN. You are therefore requested to pay the amount still outstanding of £80, by not later than the last day of the period of 14 days beginning with the day after the date on which this Keeper Liability Notice is given.

    Car Parking Partnership is now not able to accept an appeal and will not enter into any further correspondence regarding this Notice. Please therefore make payment of £80 within 14 days from the date on this letter in order to conclude the matter.

    So can I do anything now? I think I've basically left it too late or replied against the earlier ticket and not the last one.

    looking on their website they appear to be a member of the BPA

    what I would do is complain to the BPA direct ( using the email in the sticky thread - s clarke ?) with the PPC references and say you have made appeals and not been provided with a POPLA code or codes and ask them to look into the matter as you felt that you had done so in a reasonable time once you were aware of the NTK`s

    ie:- insist that you wish POPLA to decide the cases and ask them to have POPLA codes issued so that this can be done, as you feel your rights to an independent appeal have been denied
