Potentially yes, you could have a tracking cookie which is active even if you are not logged in and then when you do login it can be associated with your login.
Its a fair bit of effort to go to however.

You're currently viewing (at time of posting) E: 12/12 Weightwatchers Daily Prize Giveaway

That's via your public profile. Nothing to do with hacking or cookies.

You're probably not logged out properly. Log out, refresh page and ensure there's a red icon where there's a green one when you're logged in.

You've nothing to report them for. They can only see what the forum software shows them when they visit your public profile.
using 2 browsers logged into one and not the other.
    But you are logged in.

I understand, I just don't think I'm telling you what you want to hear.

if you are logged in on one browser, but not the other, you are still logged in. The forum software is recognising a connection between your PC and the server.

I think that sometimes when you think you are logged out, you're not - hence the reason people can still see what you are viewing via your public profile.

I highly doubt that the forum software would treat you as logged in from a browser that you didn't log in from. It can't use your ip address because that just wouldn't work and would be a security risk. One browser shouldn't be able to see the cookies from another so they can't use that either.

However simply opening a new instance of the same browser isn't necessarily a 'different' browser. You would have to log in on I.E and then browse in Chrome for example.

So rather than believing it's somehow related to the forum software, you think other users are hacking your pc then?
is it possible to see what pages they are viewing without hacking into their system?

You ARE logged in as Daphne01. It's irrelevant which browser you used. So any activity you undertake from any browser will be logged by MSE because your ID is still live.

How would the forum software know what was browsed from a browser that wasn't logged in? Public ip addresses cannot be assumed to uniquely identify a device.
