Neither me nor a friend have received it this year either. My friend has been on the phone several times and was told today that the computer had just 'forgotten' to pay him. He was told it will be paid in with his next payment (which is what he's been told twice all ready so we will wait and see). I can't be bothered making a fuss- it's probably cost him more in calls than it's worth, but he's thinking about the principle of it.
I think the government is simply thinking that if it just stops paying it and doesn't draw attention to the fact, they will save money but save itself even more bad publicity too.
