    Ever been to Glasgow?

    It's a fair point you're making but should we have an acceptable level of this type of behaviour?

    I'm sure that's something which each local police chief has to keep in mind - what is acceptable and when should he clamp down?

    No, they'll have a directive from Knockbreda on what to put up with, when to move them on and when to lift them. There'll be a central PSNI policy on it.

    They'll try to minimise disruption because they won't want complaints from individual consulates.

    I'm not sure, some of those beggers are a disruption particularly those associated with gangs.
