Better to put the tax on fuel to dissuade people of unnecessary journeys, large inefficient cars and it is more difficult to evade.

Yup - We'll still pay the tax, but what now disappears is the reciept you get for the money - No worry, the DVLA never, ever makes an error so there will be a 100% accurate record that you have taxed your car - Flying Pig anyone?

Except car users pay more towards the overall kitty than bicycle users due to the additional tax added to vehicle ownership.

I grow weary of this ridiculous 'argument'. They're not mutually exclusive, astoundingly it is entirely possible to own and use a bike as your primary means of commute (for example) and yet still own and run one or multiple cars! Who knew!

If they automatically check when you tax your car that you have a valid Mot and insurance, why isn't it checked that you have a licence to drive it ?

Since everything went electronic I couldn't see the purpose of displaying the disk anyway.

Well it give you a clue to the whether the other driver who has just rear-ended you, is insured or not for a start. Without anything on display, how is the average person going to know whether other cars are fully legit? There are those of us that like to know these things

Following up on that, someone made quite a valid comment on the BBC's story...
Also I think Osborn has forgotten who makes use of tax disks... it's not just the police.

I hire a car.. is it taxed?

I take a car from a car pool at work.. is it taxed?

    How does Valet parking check?

Not just the police that need to know

Add to that "borrow a friend's car, get given a courtesy car," etc. As the offence is committed by the driver, it's going to be difficult to check.

Just stick the tax on fuel and be done with it.

This is what I was alluding to in my post (#7) when I said it would have to be down to the owner to pay the 'tax'.

So the offence of being 'un-taxed' would be the owner's liability and the offence committed by the owner NOT the driver.

Insurance would have to be rethought too.

Perhaps a round disc in the bottom left-hand corner of the screen so the driver can check that the owner has insured the car.

On 2nd though maybe we need 2 discs - Tax and Insurance.

Or like Ireland, where you need three, one for each - Licence, Insurance and Test.

The tax disc holder industry killed at one fell swoop. :)
If you fold it in half, will an Audi A4 fit in a Citroen C5? :)

Because you don't need a licence to own a car. Hertz, for example, doesn't have a licence to drive all the cars it owns. There's no reason why a non-driving father can't but a car for his son's use, but keep the car in his own name. And so on...
