I'd like to second the Pratchett recommendation - lots of focus on individual stories as well as story arches, and lots of positive female role models too. Mostly just funny while reasonably thought provoking at times too.
Jane Eyre and Pride and Prejudice for the classics pile. I have had to buy my third copy of Jane Eyre as I read the others to tatters.Some days, it's just not worth chewing through the leather straps....

Given that Twighlight and Hunger Games are on the list, you should have a look at "Women of the Otherworld" series by Kelley Armstrong. They're aimed at adults rather than children and do have a bit of sex in them but nothing 50 shades of grey-like.
They have a good set of well-rounded strong female leads, which should appeal. She also does a Darkest Powers trilogy which is aimed at young adult women so might be better.Do you not know that a man is not dead while his name is still spoken?

What about Gone With The Wind? It goes into far more character depth than the film is able to.0

The Spooks books by Joseph Delany are fab. There is also The Belgariad series by David Eddings that I started reading about that age that she may enjoy.0
