    Hardworker - it would be better if you did try and use the POPLA code - my letter in post #33 was a suggestion hence asking comments:
    So subject to others comments - I'd be inclined to do the following:
    It would have been interesting to test the comments and responses of the PPC and the BPA - however this should be done by one of our seasoned regular collectors of charges and it would be unfair for you to be the guinea pig. The IPC appeals system has not yet been tested you see.

    I would recommend though that you research and post up your POPLA appeal as soon as possible.

    The POPLA codes are date sensitive with digits referring to the individual PPC, day and month etc. (Parking Prankster did a blog once showing exactly how they were calculated.

    I still have a nagging doubt that the code will not be accepted.

    (I wouldn't put it past PCN (NW) to attempt to back-date their code either considering the length of time taken to issue you with one)

    Please post up your draft appeal asap before sending using the on-line system.

    PS IF YOUR CODE FAILS - THEN TRY SENDING THE LETTER PREVIOUSLY GIVEN.

    I admit to not having checked, but as I said before, have they actually left the BPA AOS yet? They could overlap for a period to cater for ongoing cases and changes in signs.

    Imagine if a big PPC such as PE, for example, decided to jump horses on March 1st, say. There is no way that they could swap all signs over on Feb 28th. They could erect all new signs in readiness with covers on them, but it would still be a mammoth task to uncover the new and cover the old overnight. And what about all their POPLA appeals in the pipeline? Write them off?

    I still believe dual membership for a period looks the most obvious answer.

The actual letter i have received in relation to NW turning down my appeal was sent by PCN Parking Services of Surrey? They claim to be acting on behalf of their client PCN (NW) Ltd. I find this very odd because this letter is dated the 27/11/2013 though i have an email stating i must reply to NW by the 28/11/2013. Therefore how could this so called company look and reject my appeal before the actual cut off date?

    This is because PCN parking services which are part of Roxburghe, do a lot of the back office work for a large number of the smaller parking companies

    Hi,
    I have had a go at a POPLA apeal letter but of course needs more just seeing if any of it's any good and what needs adding and changing.

    I am the registered keeper of the above vehicle and I am appealing against the above charge. I contend that I am not liable for the parking charge on the following grounds and would ask they are all considered.

    Neither the NW Ltd nor their client has proved that they have planning consent to charge motorists for any alleged offences, therefore could the following questions please be asked in reference to this.

    Does the NW Ltd or their client actually own the land?
    If not could details please be provided of the landowner?
    Also could details of the contract between landowner and NW Ltd please be provided in relation to the agreement of charges for parking on the land?

    The amount demanded is not a genuine pre – estimate of loss
    .
    The Car park in question is a staff car park and requires a college issued pass to be displayed between the hours of 08.00 – 16.00 but outside these times no pass is required.
    Therefore I would ask why £100 is appropriate during the day and not after 16.00hrs even though the college is still open?

    On entering the car park signs have been erected asking for motorists to display a valid college pass to park on the car park. Pictures supplied by NW Ltd clearly show my vehicle with such a pass and therefore is allowed on the car park within the stated times. However they are claiming certain bays are for disabled badge holders only and therefore this is why my vehicle is liable for £100 charge.
    Therefore I would ask if the vehicle is allowed on the actual car park how can any fee be imposed no matter what bay it’s parked in?

    The car park is free to college employees and therefore no loss of revenue for the college has occurred and thus no fee can be demanded.

    Therefore a £100 charge for parking on a free car park is not only excessive it’s morally wrong. It’s clear by charging £100 a profit must be being made by NW Ltd and this isn't allowed and clearly breaches all codes of practice.

    I would ask all points to be considered and appropriate answers sought from the NW Ltd and land owner. I feel once you have all the evidence you will agree the above charge is not appropriate and must be cancelled

    Don't submit it yet...significant changes will be needed! Your POPLA appeal should not be written as a series of questions because POPLA won't ask them for you. Why not just look at the POPLA examples in the 'NEWBIES read this first' sticky thread? That's what it's there for, to give links to answer all the usual FAQs at all stages.

    Also I am really not sure where all this reliance on Planning Consent is coming from, suddenly creeping into people's appeal wording and muddying the waters on the usual winning points. Planning Consent is a minor point and only relevant in certain new developments, and not something to base a POPLA appeal around IMHO. POPLA won't look at Planning Consent as an issue unless a person has some dirt they have dug up as evidence (rare).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Thanks for taking time to write back and I am currently looking through all the threads again to see the best way to do the popla letter though I am struggling a little and only got a few days left. There are a few similar cases with Ncw Ltd at sthelens college but all seem to be after the popla stage. Therefore just wondering if anyone know's of any that started at my stage.

    Forget the college, forget where it happened and forget what happened, completely irrelevent

    Simply look at this: https://forums.moneysavingexpert.com/discussion/4488337 and concentre on genuine pre estimate of loss and no contract, they are the two winners

    It doesnt matter if you simply copy and paste but dont hang around
