You have the POPLA code. Use it. If the PPC sends in their case, it goes ahead as a normal POPLA case.
If they don't - you win.
Just one other point - can the PPC be members of both the IPC and BPA simultaneously ? Any evidence to say they can't?
Not that they would want to have 2 sets of fees long term, but maybe while changing over the signs etc it would be sensible (for them !)

I can't see a dual membership by PPCs working - this could mean that the motorists could choose which appeal route to take - or even appeal to both!0

I suspect that POPLA will not rule on any appeals when the PPC in question is not a member of BPA Ltd as if the PPC is no longer a member of BPA Ltd then they are not bound by the decisions of POPLA.0

Yes this is my take on this also - especially as POPLA probably wont get the fee to consider the appeal.0 -
there is no way a PPC can walk out of one association into another overnight and abandon their procedures that would mean that a motorist could not have a body to appeal to.
There has to be a period of dual membership to cover all of the changes that the move entails and also caters for those appeals in the pipeline.
Or they abandon all ongoing appeals.

you can send in an appeal to POPLA by email so probably best to do this anyway in my opinion, nothing ventured , nothing gained !!
I think I would also send an email to the BPA telling them you have done this, explain the delays and ask if this appeal is valid due to the PPC leaving their scheme , that way you cover those bases
also send in the email to the PPC at the same time suggested by 4consumerrights so they know you are wise to their possible deception and insist the charge is cancelled as per his letter , one of the above should produce and interesting result , even if it becomes a test case. now if we assume that popla deal with it under the scheme that stood on the date of the contravention, it would appear to me the PPC would not have a leg to stand on if you won at popla and then they pursued you in court, I am sure a judge would laugh it out of the building0 -
I think I'd be tempted to ask the BPA that in view of the PPC leaving the AOS, whether they believe the parking charge is still legitimate?

I agree with the others, yes use the code as normal, it's not for you to know that PCN(NW) left the BPA last week (how would a person know that?).
