As per martmonk's effort above - only don't call them scammers...and in the first sentence I would add an immediate appeal point so they don't use the wording as an excuse not to consider your letter as an appeal. So I would put:
Dear PCN(NW),
I refer to PCN xxxxx. I am the registered keeper and am appealing this charge because your Notice to Keeper is not compliant and your signage cannot have been clear if you allege the driver was inadvertently in a disabled bay. I believe you also have no clear entrance sign on this site, and no full t&cs near the badly-marked disabled bays.
Please therefore send me the POPLA code to which I'm entitled.
At POPLA I'll be asking for strict proof of your contract with the landowner and genuine pre-estimate of losses. I therefore understand completely should you decide to cancel this now.
I will consider any letter harassment if it does not either a) cancel this charge or b) contain a POPLA code.

And make sure you get that POPLA code even if you have to write a second time and insist. Look how many recent PCN(NW) small claims threads at St Helen's college we've had over the Summer, because people didn't appeal (there are several linked on Jimmy_Shand's thread):

Owned by an ex-clamper, so this fact and the spurious court claims tells you these are not a nice bunch.
Luckily for you, we know how to win at POPLA. It's just up to you to get the code and appeal in time with our advice on wording at each stage. This will be fine.
Any chance the staff at the college can complain about this litigious bunch of ex-clampers profiteering in the car park? Not the right regime for a college IMHO.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Just like to say thanks for all the replies.
I have been to the college car park to see for myself what the signs say etc..
The company have two different signs displayed that both state if a valid pass isn't displayed you will get a £100 charge. However one of the signs state only Disabled parking badge holder can park in a number of bays and unless the right badge is displayed that will mean £100 charge.
The ironic thing is my partner is allowed to park in the car park with her pass but by all accounts can't sit in the disabled bays and will have to pay £100 yet there is no fee to use the car park!!!
Therefore with this information what's my best way to right the initial letter.

You are making the newbies' common mistake which is "I done wrong, guv, so they are right to charge me".
Our point is " regardless of the facts, PPCs are penalising motorists to a ludicrous extent to which they are not entitled and we concentrate on helping people based on that point"0 -

I got an email this morning after sending my appeal email asking to confirm if I was the driver or not?

Yep but I would make it stronger and ask for the POPLA code and point out that Steve Clark of the BPA has already reminded all AOS members that a registered keeper can appeal and it's in the BPA code of Practice under the POPLA heading (para 22 maybe?). They are in breach of the CoP and the POFA 2012 so send a POLA code or you will report PCN(NW) to Mr Clark for sanctions to be applied.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
