Easiest way to get a quick boot up is to remove all bloatware and do a clean install once a year - you can get the bootup time down by a lot just doing that.
4GB of RAM should be more than enough, and if it's just for surfing and watching videos (e.g. iPlayer), and you really want SSD, then go for a 128GB one.
Or, spend < £400 for this:

You've then got a 15.6" laptop with a 480GB SSD for less than a 14" laptop with a 256GB SSD1. Have you tried to Google the answer?

A real 'IT Technician' would not try to boot up a desktop using a laptop drive!
There is something not quite right there...
Also don't understand the story of needing a low spec laptop and then asking about a model costing £630...without an OS.
Doesn't sound like a replacement for an AMD V140 with 2GB of RAM and a 250GB HDD.
Would make more sense to have bought one of these cheap Toshiba Satellite C850-19D laptops for £174. Then backed up the Windows 8 activation and swapped the HDD for an SSD if fast booting was needed.0 -

I already suggested that you back up the Windows 8 activation. I didn't think it necessary to write a tutorial for an IT Technician.
I left out certain info from the post, as you already wrote the the OS wouldn't be a problem. Remember that you were looking at a £630 machine with no OS?

My laptop has a Celeron T1600 processor Average CPU Benchmark 967 running Windows 7 on 2GB of RAM.
Covers your stated usage (web browsing, downloading music and videos(HD), general "messing about", emails) with ease.
Have no idea why you were looking at such a high priced machine for your intended usage.0 -

There is one problem - Medion do not list the E6234 on their site - so it is either a "still to be released" model or an old one0 -

You've got it wrong. The model to which you have linked is new and no one here has linked to it as a bargain.
Anyway, where is this new £249 laptop from Laptops Direct? A link would be pertinent.
That's what happens with bargains from the Outlet...they fly off the shelves.
A cheaper option would be this Medion Akoya E6234 for £209.99
Good specs, but looks made to a price point.
