I agree with Pauline.
If he has no proper way of contacting her (and he doesn't seem to great at communicating online, which I assume is how he's been contacting her) then it seems like courts or trying to arrange a proper meeting to work everything out (contact, maintenance).
Maybe I'm reading it all wrong, but he doesn't really sound desperate to see his child.0 -
The mother of the child is bi polar, and the grandmother is carer for baby, I would be tempted to ask social services for an assessment and see if he can gain access that way.0

He's supposedly the father of this child and he doesn't even know where her mother lives? Jeez. Let her do the running. If she's serious about getting support for her baby she'll be a bit more forthcoming with important details like where she lives, !!!!!!.

there is a lot of information here which may make her identifiable. If you are going through the courts and it becomes known that you have been discussing the situation in public in this way, a judge is likely to take a dim view. Please change the post for the sake of your friend and his relationship with his child.
It is possible to get a judge to order a DNA test or the other way to do it is to deny paternity on first contact with the CSA - this will require her to open a case, however.0 -

You also said he found out 5 months ago.

I agree with the others, stop chasing and simply inform her that your friend would like a DNA test. Once this has established paternity then he would like to discuss access and child support in a sensible and adult manner.
