The ACPO guidelines for when a fixed penalty ticket should be issued instead of just giving out a verbal warning are fixed at 10% + 2mph.
So at 30, you should be okay provided that you are caught doing less than 35mph and in a 70 limit, you shoud be okay below 79mph.

that may be outdated notice at the bottom Fixed Penalty of £60 (pending) when in fact the £60 FP is no longer pending as its now an active FP
  • The reason for the "pending" statement is that the guidelines were issued in 2011 (when the fixed penalty of £60 hadn't been written into law but was only in the discussion stage).
Even though the guidelines were written in 2011, they are not outdated as these guidelines are not reissued every year.
The full title of them is

their is a lot of rules/legislation that are left to the officers on the ground to use their own judgement to what action to take.

just like below are scenarios that can happen, but are left to the officer to what option they give

    1) you drive on motorway lets say 75 MPH and have full control of vehicle. You may get picked up by handheld speed camera at being over the speed limit and get pulled over and just get a warning

    2) you drive on motorway lets say 75 MPH and have full control of vehicle. You may get picked up by handheld speed camera at being over the speed limit and get pulled over and get a fixed penalty fine and 3 points

    3) you drive on motorway lets say 75 MPH and have full control of vehicle. You may get picked up by handheld speed camera at being over the speed limit and get pulled over and get a fixed penalty fine and an order to attend a driver awareness course

    4) you drive on motorway lets say 75 MPH and weaving in and out of traffic in a dangerous manor. You may get picked up by handheld speed camera at being over the speed limit and get pulled over and get a fixed penalty fine and an order to attend a driver awareness course

    5) you drive on motorway lets say 75 MPH and weaving in and out of traffic in a dangerous manor. You may get picked up by handheld speed camera at being over the speed limit and get pulled over and get arrested for dangerous driving

    3 and 4 above, it's either /or, not both.
