The poster there found that in her case (different car park) the warning signs in the area were under another company name! Also Companies House were investigating them for not having the correct info on their correspondence, as she tipped CH off about it.
Does your Notice to Keeper letter look the same as in that thread? Or does it talk about POFA 2012 and 'keeper liability' in the small print?
Seems they always send late Notices and can only pursue the driver...if at all! Remind me, you haven't said who the driver was in any appeal have you? If so you are being harassed as the wrong party and could send Roxburghe a 'cease and desist' letter as discussed here:

Perhaps another complaint to the BPA is in order as Care Parking are still illegally advertising vehicle immobilisation on their website

Have only written as the owner. My tickets were for an out of date permit though.
And yes my letter is very similar / the same with that one in the other post.

letter back from dvl a the other day,
apparently anchor security service apply for information on a V888/3, this can only be done 28 days have the PCN.
it states, PCN issued 23/3/13, anchor filled for owner details 24/4 agency processed 21/5/13
2nd pcn 9/4/13 filed for owner details 31/5 processed by dvl a 18th june.
Where do I go from here?0 -

Hmmm...I think I would reply to Steve and say:
''Re your reply and that of the DVLA. Clearly the keeper is not liable in this instance so I will take the third option that you forgot to mention. I will tell your AOS members (including Mr Dargonne of Roxburghe) to cease and desist with harassing me before I sue them and send my own costs Notice.
If Anchor/Care Parking can't manage to comply with POFA 2012 and choose instead to opt out of keeper liability then they can't have it both ways and harass a keeper. I consider it disingenuous of the entire industry, with the collusion of the BPA and DVLA, to allow this ridiculous two-tier system to exist just because some AOS members can't manage to comply with a law that was supposed to regulate them.''
Then send a Personal Costs Notification and a 'cease and desist' style letter to Mr Dargonne of Roxburghe and to Care/Anchor.

See the above thread for how to send a Personal Costs Notification, telling them if they don't cease and desist with all contact, as you are not liable as keeper, since POFA 2012 doesn't apply to this 'invoice', your costs will be charged per letter and you will take them to court.

We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
