• just a quick update on what this is about,

live in rented accommodation, saint georges island, permit expired, but 2 people have use of the car,

didnt get renewed in time,so got a parking ticket, also it appears i've had 2 "tickets" yet only received one.

as residents apparently you're meant to sign a something when you get the permit.

Was the Roxburghe letter the FIRST postal letter? Have Care Parking written a letter to you (the registered keeper) since the windscreen ticket? Can you give dates please of the windscreen ticket and all the letters so far.

This is Manchester, yes?

• no not the first, recieved a letter on 9/4/13 abd one on 4/6/13 from care parking itself.

yes its in manchester for not displaying a valid permit it had expired.

My lease agreement says I must display a valid permit and thats about it.

Who is responsible for this tho considering the car has multiple drivers?
• ok, i have received 1 letter prior to this for 2 separate occasions, I only received 1 "ticket" tho.

letter 1 for a ticket received on 23/3/13 was sent on 4/6/13
letter 2 for a ticket received on 9/4/13 sent 27/6/13

Letters from roxburghe both dated 9th oct!

I live in rented accomodation, the car has multiple drivers. my lease agreement says I must have a valid permit, and when you get a permit you are meant to sign a disclaimer saying its your responsibility to renew your permit not that of clearwater. clearwater are the managing agents.

Does your agreement include your parking space?
• yes my agreement includes my parking space, its all very confusing how the space works, but basically they are not owned by the person who owns this flat, they are leased.

So they missed the deadline to send these Notice to Keeper letters. Your best bet is to understand from reading this, what they did wrong, and drop them in it:

http://www.parkingcowboys.co.uk/keeper-liability/

...not the green download button, read the bit way below it about Notice to Keeper letters. Yours was a NTK following an alleged windscreen ticket each time, so you can see from that, the letters were sent too late to establish registered keeper liability. So Roxburghe should not be hassling you either.

You should report both the PPC and Roxburghe to the BPA (write ONLY as the registered keeper, NOT saying who was driving, no 'me, myself, I' when talking about the car, the incident or the windscreen tickets).

steve.c.@britishparking.co.uk

Report them as they are both AOS members and are hassling you as the registered keeper to pay, when there is NO registered keeper liability.

That's your best bet to call these dogs off. BPA do sometimes get these cancelled but don't be under any illusions - the BPA are on the dark side (PPC World's old boys' club) and are not a regulator nor will they 'help' you as such.

But they can admonish their AOS members (the PPC and Roxburghe) for this series of procedural errors and put pressure on them to cancel the tickets.

• the letters that care parking have sent to me, do say "failure to provide owner / driver details or payment will result in an increase"

presuming this is just scare tactics?

Yes - so add this point to your complaint to the BPA. This is out and out extortion by placing that pressure on you. You are under no obligation at all to name the owner or the driver, and even less so under a threat to increase a charge if you do not.

They have access to the RK details already, as they've obviously got your details from DVLA.

A clear case of a PPC under a delusion that they can issue penalties (and penalties with menaces to boot). They need stamping on.
