It's the same in England in that the police or CPS (depending on the offence) make the decision to charge. A victim cannot force the issue one way or another, though their views will be considered. Even in the absence of a complaint the case can in theory proceed if sufficient evidence and it's serious enough for a prosecution to be in the public interest.
