  • so is the advice to write to UKPC first. I haven't received a NTK, whick means I'll be giving UKPC my name and address. Which actually saves them the five pound charge from DVLA.

Ok thanks. So what if I did see the signs. Does it matter? Or will my appeal get rejected regardless of what I say?

Like I say, everyone parks wherever they like willy-nilly.

No matter what you say they will reject, so just add that you want to appeal to popla if they refuse your challenge

  • Ok thanx. I've read its a invoice not a fine.
And there is no law that makes these invoices enforceable.
So why do I need to appeal?

    Am I missing something?

  • Either take the advice or leave it. We are going round in circles. No point answering endless questions

You appeal because it costs the scammers money to appeal to POPLA not you, it stops all the threatening letters you will receive if you just ignore, and the appeal to POPLA can easily be won which is an end to it all for you!
But don't appeal to POPLA without using advice from here, and don't use mitigation it does not work!

Good point. The advice in that case is to wait to appeal until you get the NtK. This is because they may mess up, and issue it outside of the timescales, or issue it with invalid wording - its giving them a second bite at the cherry to get things wrong, and as you say, also costs them money from the DVLA.

So when you do get the NtK (which should by POFA rules be somewhere between 28 and 56 days after the parking event, so will be some time yet) come back here for more advice.

Here's what you do and when:

So if you haven't got the NTK yet you wait until November for that. COMPLAIN FIRST. Complain to the Store Managers if you have receipts, and complain to the managing agent of the Retail Park as well if the Store Managers are useless. Google the name of the place and read any newspaper or retail advert results; you should find an email or phone number for the agent who runs it.

You have 4 - 8 weeks to complain and get this cancelled before you even have to appeal. I reckon you can get this cancelled before. Read the top sticky thread 'Successful complaints about private parking tickets' and see how you can do the same. Plenty of Retail Park success linked on there, some cancelled by the Store Managers and some by the overall managing agent.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
