No point (or chance) with the former; do the latter, then when you've got POPLA code come back for more advice.
What you must NOT do in any contact with PE is to name the driver; always write in the 3rd person, eg 'the driver didn't see the signs' not 'I didn't see the signs' or 'my wife didn't see the signs'. I can't stress how important this point is.

BUT - when you do come back for more advice (DO NOT do POPLA on your own), please start a new thread, (this thread is not at all related to your case) opening it with a precis of your case and at what point you are then. You will then get bespoke advice tailored to your circumstances.
