Most of us have had these at one time or another. Check all other dry goods in the cupboard especially any other flour and wash down the whole cupboard.
I was using plastic bags around the paper flour bags to protect against "beasties", but have changed over to glass jars. Papers bags seem to leave the way open for these to appear. Also make sure flour is rotated and used up.
I find now I bake alot and the flour gets used alot and used up much faster I haven't had any problems.
Plus jars and plastic protect dry goods from damp and rodents, if there is no food around hopefully no little furry critters will come in.
Mind you our next door neighbours are obsessed with cleaning I'd swear they both have OCD and they got a mouse ergggggggghhhhhh.
We put down poison in our loft and under the bath just in case it migrated across, whilst they did their house. Luckily we have a neighbour who works for a vermin exterminator company and helped them out for free. Caught the one mouse before more moved in.

I had these a few weeks ago in my bread flour!
I believe they're called weevils, which I had read about but had never seen. Bigger than I thought they'd be
Anyway, I chucked the flour out and all other opened packets. Cleaned the cupboard out and then read up on them online. If I got them again I wouldn't just chuck out everthing that was open. Harmless little things apparently.

I had them and the worrying thing was that I keep my flour in a canister - scalded that and washed everything down but lo & behold they came back. I can only assume there were eggs in the seams of the tin
Scalded it again but didn't use it for months, kept flour in a zippy bag but back to rightful place again & haven't had any problems since. :T0 -
After purchasing flour place flour in a plastic bag, or other air-tight container, and seal.
Put in freezer for circa. 24-48hrs directly after purchase.
Allow to return to room-temperature. Then put in DRY air-tight container.
That should kill off any eggs and prevent beasties developing.
Once you have them, it's either extra protein in your bread or the bin!0
