Parking Eye - Newbie help please

Hi,

I have been busy with funerals and had forgotten about the parking notice, I am being charged with overstaying 41mins, and have now received 3 letters.

The day it happened I was attending a wedding reception meal which ran over and I hadn't realized, the car park was completely empty when I left and had been for an hour at least.

It was a private car park but I have no idea who the land belongs too or how to find out. I have had a look around at posts but to be honest I am lost on what to do except that I shouldn't IGNORE them

Please help

    No information about when it happened.
    No information about when the NtK arrived.
    No information if one of these notices is a LBA or court papers.
    No information about the country it happened in.

    Yes, we may appear to be magicians at times, but we are not mind readers.

    Maybe we should do the same as you till we get some information.

    As you have received 3 letters and ignored so far you may as well go on ignoring them. http://www.popla.org.uk/receivedaPCN.htm You have most likely exceeded the time limit for an informal appeal and can now only wait for any potential court documents. If you get any then you can formally appeal via the county court.

    Google it of course! The name of the car park. Then complain. :)

    As for the fake PCN - you have missed the deadline to appeal which is a shame so concentrate on getting an idea how to complain and who to!

    Ticket purchased at 3.26 £3 but I overstayed 41mins due to reception meal running late and lost track of time.

    1st letter August 28 within 14 days of parking ticket, then every 2 weeks since most recent only 4 days ago.

    NO LBA or court papers yet

    Happened in Preston (UK) Lawson St (upper) is name on papers of car park

    just found this planning permission to Preston City Council

    Ward: Town Centre
    25/06/2013
    Location : Upper Car Park Lawson Street Preston
    Proposal : Change of use from car park ancillary to former police station to Pay and Display car park

    Does this mean its town council property, if so where do I stand?

    Here's the process to follow in a nutshell - I produced this a little while ago for a PE case. Most will be relevant to you, some won't, so just skip over these bits. If you're not sure on any point get back to us.

    You may be outside the time limits that PE set for initial appeal, but these are their limits, not 'statutory'. So I would attempt to go from bullet point 4 immediately (but also work on points 2 and 3 afterwards). You need to, by hook or by crook, get hold of a POPLA code as the easiest way now of dealing with this.

    If you can't get a POPLA code and you can't get the landowner to cancel it, then it's carry on ignoring (or pay). PE have been issuing court papers to large numbers of last year's ignorers; whether they can keep up with this strategy (just physically) or whether the courts take some action about the sheer volume, is all a bit unpredictable for the future.

    So there are your options. If you get a POPLA code, don't go it alone, get back here to let us know you've got it and we'll advise from there.

    Slightly confused why you have had 3 letters within 3 weeks of the 28th August? Normally they would give you more time to respond.

    Does the initial letter indicate that it is a Notice to Keeper or Owner and does it mention POPLA at all?

    For the moment, we will assume it is a Private car park. In that case, get an appeal off to the PPC saying that at the time of parking, the driver reported that the signs were not clear and he believed he had complied. The PPC is then invited to withdraw the charge or provide a POPLA code .

    Sign it as the Record Keeper.
