As far as I could find out the car park is owned by the Town Council, and you could be dead and they would still want money off you, with all the cutbacks, it is not worth the paper in trying to talk to them.0

Can't be the Council who took on PE as they never work for Councils.
The site MUST be leased to another firm - an onsite large retailer, Development company, Housing Association, University even? If the info I have found below leads nowhere then ask the Council who to complain to about Parking Eye as you 'think this car park is owned by the Council' and hopefully they will put you straight or tell you how to find out who leases it, who developed the site.
MAYBE they get complaints all the time and will forward a complaint if you email it to them (worth a try anyway)? Ask for the Planning Dept and ask if they can tell you who runs/or which development group applied for consent for the pay and display car park that consent was provided for back around 2005/6 as part of the Local Plan. If no luck, find out from the Council, simply, which ward the car park is within and contact the Councillor for that ward and ask him to complain or find out something for you to complain.
You must be very proactive as this is Parking Eye and they do steamroller cases to court. It will NOT be the Council who contracted PE - and you need to find out who did (NB: PE won't tell you).
I had a quick Google and you can continue where I left off.
May be nothing, may not be the right car park, but I found Ace Properties (estate and managing agents) rent parking spaces at Lawson Street and there's an email addy and phone number:

And if it's the right place, I found that work started in 2007 I think; read Preston Guy's comments on this forum, where he mentions Lawson Street and the multi storey car park and apartments development in 2007 - but there's loads of other developments talked about too so you will have to look to find the relevant bits:

See on CPUK's website it says the client for 'The Room' apartment block (near the old Police Station if it still exists?) was indeed 'Downtown Living'. It was finished in 2008 if this is the site that includes that car park?

thank you for looking, the majority of that information relate to a new building at the opposite end of the road (long road) and does not relate to where this car park is, but I did find this Planning Permission : but it still does not state the owners
