It depends who you get your sim only deal from - the One Plan from Three has been reduced to £15/£18pm depending on 12month/30day contract and works out a fair bit cheaper than going with either 3's phone deals or any other network.
FYI the One Plan is unlimited data and unlimited tethering and is the main reason I am leaving O2 to buy a 5S from Apple and use a sim-only deal.
