I'm just wondering whether you should put in an apparently rather naive question to the PPC as to what appeals processes are available to you.
If they mention POPLA, then that opens the way. But it is a bit of a gamble on £30 (£50 v £80 within 14 days) - however, you're only 2 days into the 14 days, so a bit of time if you get request off sharpish.
But at the moment they don't know who the driver is - hmmm, somewhat of a dilemma in my mind. Anyone else any thoughts on this?Please note, we are not a legal advice forum. They still have clamping/towing on the sign - WOW!
It should be a doddle to challenge this as its in no way compliant with current BPA guidelines on signs and its very much worth a complaint to the DVLA as the grace period to replace all pre-POFA clamping signs is long-up.
There have been a couple of threads about these exact CP Plus railway tickets on pepipoo and the forum was divided on whether it was a real one or not.
Probably a good idea to respond with a naive appeal and asking a vague question about what the complaints/appeals process is...as suggested by Umkomaas.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You could ask them what bylaws they are issuing under, and ask to see a copy of this, after all this is supposed be a public document and its a fair question to ask.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

OP, I would take Stroma's advice here.
Non payment of PCNs issued correctly under Railway Bye Laws is a criminal offence, so you do have to take this seriously to be über safe in dealing with it.
In parallel I think you should also contact the Train Operating Company (TOC) and get them to confirm (preferably in writing) whether you are being pursued under Railway Bye Laws or Parking on Private Land under PoFA.
I also think you could put in a complaint citing the extenuating circumstances of the builders taking up half of the car park and how does the TOC expect regular car park permit holder commuters (who normally fill the whole car park?) to park up to get on their train service.
The TOC will be able to get this cancelled - you must put in a strong, assertive complaint to them.

I have emailed them asking for them to send me the list of by laws they work under in regards to car parking in a train car park.
So should be interesting to see what they come back with, The sign there is old because I didn't think they had powers to clamp any more.0
