Possibly 'missing' ex - what now?

Some of you will know of the long and drawn out process I have had to get divorced (took about 2 years - and the rest) and get the house sorted out (still waiting for the transfer) The judge signed the transfer as the ex would not sign. Now the ex owes his solicitors over 2k and they no longer have any contact details for him.
I went into the Alliance and Leicester and they said that if I send a letter to the mortgages dept. with a copy of the transfer deeds and the letter from his solicitor that he is 'missing'/untraceable' they will take him off the mortgage.
How long is it before someone counts as 'dead' in the eyes of the law? Someone told me it's 7 years. DO I have to report him as missing to get the ball rolling?
ANyone know any cheap AND reliable ways of tracking people down (he was last in the USA).

    Update
The british embassy cannot do anything as he has been missing 'too long' and the us embassy would not look unless I know where he is /was
What are the chances of me getting the court order changed so I dont have to pay him? I mean you cannot pay someone who is not there! (court order that says I have to pay him some of the equity in the house)

    SOme updates to this.
The ex's 'ex' solicitors have his last known address but wont divulge to anyone so I have told the CSA maybe they have the power to get that info from them.
Reported him as missing to the police but they will not do anything because I am not 'concerned for his wellbeing' AARGH
BUT the house transfer has finally come through so the property is in my name, as is the endowment policy.
Maybe I need to call the cops and tell them yes sorry I actually care SO much about his wellbeing LOL;)

THey left the life cover on, they said when I phoned them that they are able to remove a name but they cannot remove a life insured. Weird isn't it, but whatever happens I would benefit from the policy now, not him.

I am going to have to brace myself and phone his former ex  because she has a child by him and the sun shone out of his @r$£ :) so I expect they kept in touch. That is IF I can find her number. The Alliance and Leicester wikl not give me a new mortgage but they say I should be able to look elsewhere.

What about his parents, any siblings etc  and what happens with his money if he can't be found is it held somewhere for him waiting for him to re-appear and for how long and if he doesn't turn up does it go to someone else?
