If you have time, your best bet would be to go to a photographer to get the new passport photos taken of your daughter; they will take photos until they get it right. Also is it worth getting your wife to wear a pair of gloves so that if her hand is in the photo it looks less like a hand and more part of her clothing.
;62911641]Failed because there was a tiny bit of mother hand in the photo - holding baby up for photo.

Woman in post office said that was fine. Really annoyed.
From the official 'rules':
If the child is under 1, their eyes don’t have to be open. If their head is supported by a hand, the hand mustn’t be visible in the photo.
So, the post office were just being plain wrong - BUT.. it won't hurt to read the rules and work it out for yourself.

Costco too about 50 photos until they got the 'right' one (and even then it was almost rejected). They only print the one that is 'right'

They've got a bit stricter on this then, our daughters first passport showed hands holding her up.
I hate football and do wish people wouldn't keep talking about it like it's the most important thing in the world

When we did our daughters, we put her in her car seat, with a white sheet behind her head and pinned to the wall, then my wife was making loud noises to try to startle her so we had a photo of her with her eyes open, eyes were open but her arms were in most of the photos so we swaddled her and that did the trick. She looks possessed, but the photo was accepted okay.

Looking at guidelines its ok for babies to have eyes closed.

Photoshop?

Yeh but we used a photo booth. 2nd time I laid her on blanked on floor and did myself.
• Whew- emailed passport office. Been printed and on way.

Still going to get a refund off postoffice. Waste of time that is.

We were refused a photos of our daughter with her eyes closed, despite them being clearer and far less scary looking!
• You can surely email the best photos to the passport office. That should work.

The Post Office check and send is a waste of money, you just need to read it through VERY carefully, get some one else to read it also, hay ho, free check, and send it yourself. They don't (as you found out) guarantee anything so I fail to see the point of it.
