You are really overthinking this whole situation, you are tying yourself up in knots about something that really does not matter, if you wish to be offered training and better projects say that you would like to be considered for a permanent contract.
You can leave anytime you want just because a role is a permanent contract does not mean you are tied to the company for a set length of time.
When the time comes to move on you hand in your resignation and go, it really is that simple, people do it every day moving from one permanent job to another.
For instance my job before having my children was a permanent contract but when I decided not to continue I resigned and that was the end of it.
At the moment I work on a temporary contract which has an explicit end date so I know exactly where I am.

The agency told me the role had good potential to go permanent, but I wasn't expecting this subject to be broached so early in the contract.
No I've known people be asked within days/weeks - you must be making a good impression!bet you are probably doing better then the permie!
Loved hearing at 4 weeks as 'The Temp' I'd finally 'proven' myself, was hard and sole destroying watching others being made permanent before this partly cause their face fitted more to be honest which seems to be way of the land sadly, unfortunately rather this all just conspired to make me more determined to find *my* permanent role and get out, loved saying no thanks in the end - think they were quite taken aback!!
Anyway - you gotta look after yourself0 -
But do you want the job long term? and if you don't why should the company fund or give you training? And yes I would have to accept rubbish projects if I didn't want to work there longer term.
I've been there a month and a half and I've had to relocate 3hrs drive from my home to take this job...I don't know if I want the job long term at this stage. I don't think that's unreasonable.Though no one can go back and make a brand new start, anyone can start from now and make a brand new ending0 -

The permie has made noises about moving on within a couple of years. This is what's annoying me. Presumably she doesn't have to tell them what her long term plans are because she was only offered a permanent role and she can and will go whenever. I feel that they're trying to push me into making some sort of, albeit, informal commitment to them in order to get the priviledges she's been handed on a plate. She'll be able to b*gger off as/when she likes, but if I resign, it'll be 'well Gwen said she wanted to stay here long term...'Though no one can go back and make a brand new start, anyone can start from now and make a brand new ending0 -

But they're training a girl who's making noises already about moving on within two years... She could even move on before me, so why shouldn't I have the training?? If they want commitment I think the only reasonable way to do it is to put some something in the contract up front so that both parties know what they're signing up for, not try to guilt people into staying.
In any case, at interview I was told there was training available...now it only is if I'm permanent...so the goalposts have moved and I'm even more tempted to say 'permanent please' and I'll see how things pan out.Though no one can go back and make a brand new start, anyone can start from now and make a brand new ending0 -

So do that then I really don't see the problem with it, people do it all the time it is how things work.
That way you have the advantage of a permanent contract if you do decide to stay and if you decide to go you will have benefited from the additional training.1 Sealed Pot Challenge # 1480

Do what is best for you and nobody else, do not let guilt eat you up you can bet that your boss would not think twice if she had to let you go look after number 1 is my motto.

Well your manager is saying the exact same thing as I have said. What makes you more special than the other person apart from the permanent contract. It's up to you in the long term what best for you.0
