That would be theft, or malicious damage maybe. Law is different in England and I think you need to be licensed. also OP has said neighbour is a bit of a nutter and it wouldn't really take the brains of an archbishop to work out who did it.The truth may be out there, but the lies are inside your head. Of course it depends if he has a drive leading up to the garage. In which case there would be no obstruction or criminal damage.
Obviously a little bit of common sense needs to be applied. I dont think anyone would go bolting this into the pavement if it dosent have a drive.

It would be no different to renting a flat and putting a picture up on the wall.
When the OP has to hand the garage back to the council, as long as he makes good any improvements/damage etc then there would be no comeback.0 -

We don't know that. The garage might have the apron included. If it does, then my advice still stands.0
