Why? To stop the person from blocking the chaps garage!
Of course it depends if he has a drive leading up to the garage. In which case there would be no obstruction or criminal damage.
Obviously a little bit of common sense needs to be applied. I dont think anyone would go bolting this into the pavement if it dosent have a drive.0 -
