To be honest, I'd be tempted to break a window to let the cat out.
So would I. Many years ago I'd gone away for a few nights, leaving plenty of food/water available for my cats in the barn and asking a neighbour to keep an eye on them. Well, apparently one cat ended up being unintentionally locked in the house. Neighbour spotted it at the window so came over and broke a pane of glass to allow it to get out, despite knowing I'd be back the next day.
Was I mad? Hell, no, I was thankful he'd spotted her when he did! Replacing a pane of glass is no price to pay for an animal's life!
ETA: If I was OP then I'd go break the smallest window I could find to allow the cat to escape but not necessarily encourage intruders, and to hell with the consequences. The tenant certainly isn't going to complain!
ETA2: is there a possibility this cat has given birth to kittens within the property? If so, even more reason to rescue them! Don't call central RSPCA, they don't give two hoots, try calling your local shelter/clinic and ask their advice. I would have done this too. Not to say you should have, everyone handles things differently and you have done a good job constantly phoning everyone.
I don't understand the L/lord, things must be different these days, years ago in a similar position I rang them and they were straight out and bust the door in (I may have said there were loads of flies and was concernedabout a dead body) . Cat was out in a flash though and taken to a safe place.Yep...still at it, working out how to retire early.:D....... Going to have to rethink that scenario as have been screwed over by the company. Unfortunately, OP can't embellish on the truth to execute a more rapid response as all his/her previous actions are documented. I know, that's why when I saw it happening I went straight for the 'fly' thing...that always works. OP has certainly done the right /legal thing though. Right i'm logging of this thread I feel stressed enough about this, and I don't want to be made to feel guilty for not breaking a window when the 3 people who had the authority to do it today didn't.
I've contacted the housing association a few times, I've rang the police this morning ( I wish I could have told them I was worried that the girl could be in there, but I couldn't as it was only 24 hours ago I told housing I knew she wasn't in) and had them here for 2 hours, I was up last night talking to the rspca, I've set a trap at the back gate, to see if they come back, I've bought cat food and put it through the door, and will put more through later. I can't do anything about water but I do know that there is some in the hallway.
I've cancelled going out to my daughters for lunch tomorrow (very annoyed husband) so I can stay in and see if I can catch the rspca man, and try and persuade him to go in the house.
I will contact housing association 1st thing Monday morning, and I've just fired of a e-mail to them.
I have a husband here who is sick of me talking about the cat. And who has told me to go down the correct channels, as we do not know who the low life she messes about with are like,and he doesn't want any combacks from her and the lads who used to be drinking in there on a night.

Christ I hope I haven't added to that. Certainly didn't mean to make you feel bad about anything!! The bits i've read of this thread you have got people's support, and that you have done the right and legal way of doing things.
And nothing wrong with that AT ALL.. I was just relaying a similar sit uation, and what I did, doesn't mean you are supposed to do the same.

Catkins,well done.Did you end up keeping the dog? it is beyond my comprehension how anyone can do that to an animal.Poor thing.
I do think however that the least someone could do is put some food through the letterbox.Even if it is being fed,that poor cat must be so lonely.I hope the situation gets sorted out very soon.
Yes we kept the dog until he died which was about 10 years. He was always very timid but a lovely boy. Me and OH couldn't argue because a slightly raised voice and he would just shake and wet himself. He was also scared of newspapers so obviously had been hit with one.
OH had gone to the house and asked the owner if he wanted to rehome the dog, even offered a small amount of money but the owner just gave a load of abuse. He never took any action about OH breaking inThe world is over 4 billion years old and yet you somehow managed to exist at the same time as David Bowie0 -

Sorry to hear you are stressed about this. If you are not happy breaking a window that's fine - some people would, some wouldn't.
It's annoying that the RSPCA, police and housing association don't seem to want to know but it doesn't surprise me in the slightest sadly. The RSPCA I think are useless (from my own personal experience) and when you think that the police wouldn't even intervene to prevent a child being killed then it isn't surprising they won't help a cat is it?

Only up-date today is that this morning the rspca man came back, and checked that both the front and back door had not been opened, which they had not. He's coming back tomorrow to gain entry from the housing association. I'm off tomorrow, but I do have to nip out at dinner for a hour or 2, but another neighbour is going to keep look out.
1st thing tomorrow me and others are going to get onto the housing association.
I've continued to put the food and ice cubes through the front door.
soz about my little rant last night, but I just couldn't break the window. Maybe if i'd not gone down what I saw as the right road, then I would have.0
