If she had said in her note.
Dear neighbours
I have noticed the bike in the stair is not in working order etc ... If this is your bike please let me know, otherwise I will contact the council and ask for it to be removed.

Sorry but I see nothing wrong with the letter she sent.
She doesn't want you to let her know. She wants it moved.
She is obviously sick of opening her flat door and seeing an old bike chained to the railings.
Maybe the other tenants should all gather stuff they don't use regularly and dump it on your landing for 6 months.0 -
I just don't see the problem!! If it was blocking an exit. Fine. If it was causing a problem for people getting up/down the stairs. Fine.
It's just cause she doesn't want it there that's !!!!ing me off as I don't know why she has a say?! She doesn't OWN that part of the building.
To be honest, if someone started storing a bike in the communal areas of my flats I'd be a bit unhappy. We pay an awful lot of money to have them nicely carpeted, cleaned, kept painted, and so on. If people wanted to start using them as storage then it'd definitely be an issue.0 -

Seriously you are reading far to much into this. The letter is completely fine and reasonable and I'm not surprised they are asking if it hasn't moved in over 6 months!Don't trust a forum for advice. Get proper paid advice. Any advice given should always be checked0 -
The letter is perfectly acceptable and polite, and as others have said it may be simply a question of aesthetics - a bike isn't ugly in itself but seeing it on your landing or in the hall every day probably does rather annoy your neighbours."I'm ready for my close-up Mr. DeMille...."0

I would get fed up if someone left a knackered broken old bike outside my front door for months on end. Makes the place look like a dump.0

If you're in Glasgow, it definitely isn't the council as they don't have any housing any more.
They do actually, they don't have an open list but they still own some housing, some tied and some rented. I don't think they have any with closes though.The truth may be out there, but the lies are inside your head. Terry Pratchett
