There's not enough space in the flat, it's pretty common in communal stairs here (at least with all my other flats) that the bottom area is for everyone's use.

You need to find out if this is definitely the case. I've lived in closes where the area at the bottom of the stair was supposed to be left clear. In practice, people left buggies/cycles. Best to contact your factor if you have one. I know that one of my neighbours would go crazy if anyone left a bicycle anywhere other than the communal cupboard.

The trouble with people storing anything under stairs is that if there is a fire it can become a hazard.... in fleeing, it might get knocked over and the last person might fall over it ... if the fire brigade enter the building, they might not see it and might fall over it and cause injury when they are trying to fight a fire.

Nobody should keep anything in a communal area.

Any one thing left in any communal area makes another think it's "OK" and, over time, all manner of dangerous items could be left there.

As a 5th floor dweller, I'd have expected you to have been super-vigilant over these matters as you might be the one trapped in your flat with a fireman trying to make his way to you

I'd have gone and had a chat with them before posting here - just explain that it's not been abandoned. Seems like they're just after a moan for something to moan about. They also can't have your stuff taken away purely because they don't want it there i wouldn't have thought.

Does the area under the stairs lead to a rear door, or anything else?

If it is under the stairs, no-one is going to be tripping over it, unless they're completely disorientated and running the wrong way ;)

The rules are there more in terms of being a fire hazard - prams/couches etc can be set on fire if dumped at the bottom of the stair.

There is absolutely NO way that this is a fire hazard. It's against the wall at the bottom of our stair. I don't mind calling the Fire Brigade and asking them to check but it doesn't block any exit/entrances. It's pretty much a cupboard without a door!

Nope, it's completely clear of any doors or exits etc

I wanted to know if the council had a stance on this...and whether or not that was their area so we can leave a note to say that it's our bike, and the council said it was okay. I'll call them anyway and doubel check

Do the council own the property?

I wouldn't be leaving a note saying the council say it is fine to leave your bike there - you need to talk to the people who have left the note face to face.

That's kind of a bit hard when I don't actually know who left it. lol. I'm assuming it's #1, as I spoke to the owners of #2 (who we know better) and they said they have no problem with the bike being there.

There's 2 flats on one landing so I'm assuming #1 - they've done this before, left horribly written notes on the door.

The bike has been there for 2 years without issue. So...*sigh*
