Maybe it would be useful to have the option of being able to access over the mobile phone network when the Internet is playing up. TBH this happens most evenings, which is probably when I'd be wanting to contact DD (not every evening, obviouslyYou can get monthly contracts, but in my case I got a free PAYG SIM from O2. It costs £2.04 for 24 hours' access as and when I need it, with no other costs. For me that's useful, as I'm often out and about, but there's no point paying for a 3G iPad if you're not going to need it.
Regarding Facetime, I've never used it myself but would imagine it would be just as demanding as Skype. Someone else is I'm sure much better placed to answer that one!

I have an ipad2 and an iphone and my Mum got the mini ipad wifi only mainly so we could link easily to each other and loves it. Fits perfectly into her handbag uses it for all web browsing now, emails, photographs, BBC iplayer which you can download via wifi then view when you have no wifi, also has the Kindle app for reading and even an app for the cat to play with

Some of my uni friends are touring about Asia at the moment and have been able to facetime their family using their iphones to their ipads via wifi and its been excellent being able to talk and show their families where they are.:j0 -

Yes you can use facetime ipad to ipad any size. Mum just got a sd card reader to download her photos from her camera to the ipad which worked well, went with Amazon for £7 rather than paying Apple £25 for the official one.
There is also message which is like texting to iphone or ipad and easily send photos again via wifi for free.:j0 -

Facetime is available on all the current and some older iPads (inc mini) iPhone, ipod touch, macs, macbooks.
Personally, I find Facetime much better than Skype for getting in touch with my daughter. So nice to be able to see her and grandchild when I am so far away. Don't get me wrong, Skype is fine and does the job, as I've been using it for the past four years, because that was my only option. Been using Facetime for about 6 months now, although still use Skype to contact other family members. There is definitely a difference in quality.
We communicate either from iPhone to macbook, or macbook to macbook, another family member iPad to macbook.
One of my friends here in Cyprus is getting an iPad mini when she returns to the UK next month. Yes it is more expensive than the Nexus, but all her family have Apple products, so easier for her to keep in touch and see them all.
Depending on how often you would be in touch with people, I wouldn't base my options on buying just for Facetime though. List your priorities in order of importance and then compare the two.
One thing though, is that Facetime doesn't need to be on and running down your battery. If someone contacts you, your device will ring. If you use something like Skype, it needs to be running and you logged in.
Gawd that sounds like I'm pushing towards you getting the iPad....honest I'm not!

In the short term, I probably wouldn't be using Facetime at all, but when my daughter goes to Uni next year I imagine I'd be using it at least weekly and this would be a priority issue of major importance then.
