Help council tax help suspended ( NHS doctor register)

Hi,
Could anyone kindly give out advice, please?
I just receive the council suspension letter.
How do I sort it out? I am so worried and don’t know what to do.
I have council tax help(single person and on job seeker allowance).
My daughter just graduated and moved back to our town this summer time.
She had to re-register with doctor in our town and now the council seems to know about the doctor registration. I know she would re-register but I don’t know she just done it as I still thinking how to approach the council about all her uncertainty. Before I learnt that she just registered, the council letter already landed at my door step
(please note to re-register : you have to do some procedures with the clinic, not just a walk-in session as all would be treated as enquiries only)
She just uses my home as a base. She stays with her boyfriend and is away to visit friends and family, at the same time looking for job. She is still planning for her future. She actually doesn’t know where she would end up.
She re-register with our town doctor just to make sure if she needs to see a doctor in future as right now she has no other address to show.
My daughter is unemployed. She visits me (sleep over) and with her boyfriends
She is not on job seeker allowance as she doesn’t want to.
She would try hard at least 6 months first to find a job. And she doesn’t want to work part time either because she wants to help her boyfriend with his study (complicated story).
She has a little bit of saving (as she worked at school breaks and terms weekends in the last few years to support herself) not a lot and she has graduate bank account free interest overdraft to fall on.
She never change address for bank statements all these years. It is easier sending to home then change.
To sum up:
1)Would it be easier to persuade the council that this is not her permanent address as she is moving around and uses my address as a base. She is considering taking a no-income placement aboard later (maybe a month or more than than).
The problem is all that uncertainty and I don’t know how to approach council office about the suspension.
2)Then what is the best way to prove to the council that that she is unemployed.
3)Since she is unemployed could I still have some council tax help, low income and job seeker allowance? And how much is ‘low’ for the ‘low income council help’?
4)How much could I be entitled to for the council tax help?
I could not find any guideline at all on our council information page? (maybe they don’t want to let the public know the details)
5)Would I have to pay penalty as well as they might treat me as late disclosure as I am still not sure of my daughter’s plan?
I have struggled before and now it is worse after the welfare change.
I pay the council tax first before even attempting to put food on table. I could assure you that I am always very tight in money before and it’s getting harder daily.
Even before the council tax reform, I did not turn on the heating for years even if it’s heavy snow outside as I knew I could not afford the bill. My house is already in very bad shape.
I was already very depressed before the suspension letter. (please note : I always grateful with the welfare help, I am not moaning at all, I just want to say what situation I live in)
So please any advice please!

On what is your daughter living? Fresh air?
You need to ake a new claim as a resident with a second non-dependant adult and provide evidence of her income (or lack of it). Check what the ND payments are (your local council web-site should have a link). Otherwise the Council will assume her income is sufficient to cover the whole bill.If you've have not made a mistake, you've made nothing0 -
So you ant your daughter to be officially NFA but at the same time using your home as a 'base'.
Then her home for Council Tax purposes would be her 'base' unless her boyfriend wants to claim responsibility for her and tell the Council she is living with him?These are my own views and you should seek advice from your local Benefits Department or CAB.0 -

You would find lots of bank give out very good term for such account.
My daughter is very nice girl so please don't talk like that about her.
She doesn't spend money on clothes, make up not drinking at pubs. So she limited herself just a meal a day(home cooked cheap meal not take away food charge at least £5 or more - like those other students at her university did).
Please don't look down at poor people. We just get by and try to live with basic dignity.
If she live with me. I pay all the bills. She pays for her food. My gas and electricity bills roughly the same with her or not.(just like she's away in university)

I don't know how to proof she is always stay with the boy friend.
The boy friend doesn't have any rent agreement (sort of that)0 -

the problem is by registering your address as hers it looks as if she lives there and unless she can show otherwise that is what will be accepted. Does she have her bank account address elsewhere for instance and what address is she on the electoral roll?Lost my soulmate so life is empty.

From the last 2 reply, it seems to me that :
I have no chance to sort out things with council even I am telling the whole truth.
unless my daughter on Job seeker allowance
She doesn't want to do that at all.
Since she is bill-free, single without any children, she is young and she doesn't want any benefit help. It is her 'pride' thing.
But if she don't, she and I definitely have no such money to full for the full council tax.
Even if she get a job now, one have to sort out the initial expenses (the sudden need travel expenses etc) and then have the money to pay for such amount of council.
Please also note : I am a single parent but I used to worked all the time. I was not on benefit while my child was young. I actually only on benefit recently (my daughter already over 17 at that time) I get sick and now recovered and now on job seeker looking for job.
Life should be much easier to get benefit at that time instead but I didn't want to do that, my net income bought home was just a bit better than if I was on benefit.
Now I think I could only sort it out unless I like those persons in my estate - they know how to play the system. I could see them always have a happy relaxing time.. Not like us, worry to sick and don't know how to sort out things with council even we are telling the truth and we are under harsh hardship.
As I say before, I do appreciate the welfare help. I am not moaning at all. I just show you my situation.

The point is the interest free period will end and the amount will have to be paid back, if your daughter is using her overdraft for day to day living expenses without paying a salary or even any type of benefit into the account the bank will soon withdraw the facility and can demand payment sooner.1 Sealed Pot Challenge # 1480
