I'd go with copies of the receipts anyway. The fact that you were present doesn't make you the driver, after all your partner was with you. Just be careful how you word things i.e. don't admit to being the driver, don't say who the driver might've been, but don't lie either. Based on C.M.'s earlier wording:

This is in regards to the PCN ref number xxxxxxxx.
The driver was in the wembley retail park for shopping and hereby attaching the receipt of goods bought from there. The driver is in process of redecorating the house and there are so many places there to see different things like sofas, beds and wickes for normal building material, looking at all that took a lot of time. You may wish to check CCTV evidence from the stores if you wish to do so and you will get an idea of time spent in each store. In Dreams alone it took a very long time as we were discussing how to take the goods bought, and since it was not fitting in the car we were trying to disassemble the furniture and see if then it can fit in the car. The guy on the till in dreams took ages to put the invoice through and all this took a lot of time. Moreover the driver's wife is pregnant and it takes a lot of time for her to go around and look for things as she walks very slow and we had to keep going back to the car so that she can get some drink which all takes time. In each shop we went we had to spend time as each shop asks you to try everything they are offering.

Try " I trust now that you have received this additional information, you will review the charge as it would be a punitive charge that would be brought to the attention of the various stores that I have purchased goods from.

Probably too much information, but as you either want a cancellation or POPLA code, it will do, subject to some re-editing.

Brett, you are making a big mistake here.
You are obviously an honest guy who is trying to explain why it it was perfectly acceptable to be in the car park for all that time.
Good God, do the shops expect you to leave before you have concluded your purchases?
Your lovely explanation would satisfy me and every other reasonable person.
But ........ you are NOT dealing with reasonable people here - these scammers want only one thing - your money - and you need to deal with them accordingly.
It doesn't matter what you tell them - they will not be interested.
If you read a few posts on here from folks like yourself who have received this kind of invoice (not a fine) you will see they mostly all naievely think they can talk their way out of it using simple logic.
You will not - you are giving them far, far too much information.
Follow the advice you have been given to keep it simple and explain nothing - just the letter which coupon mad drafted for you.
Short and sweet - then see what happens.
Do not panic and be fearful of further costs and nonsense about courts and solicitors and so on.
If you follow advice on here you will pay nothing at all - which is how it should be.
There is a definite procedure to be followed here - your talking to them nicely about why it happened is not part of it.0 -

Your position is stronger for the POPLA appeal later if you reply ONLY as the keeper. But your pregnant passenger does make a difference in law.

I am sure those retailers would be loathe to lose the future business that was to continue after this trip.
In addition, the passenger on the day is heavily pregnant. Not only is the passenger more slow-moving than normal at the moment, but in this hot weather she required periods of rest between shops and something to eat and drink during this shopping trip. Hence the outing took longer - but these were genuine shoppers with a reason to take longer than 150 minutes.
I am aware from my research after receiving your fake PCN that, in some car parks, Parking Eye allow double time for disabled visitors in an attempt to consider the effects of the Equality Act 2010. A pregnant lady, whilst not being disabled of course, is protected under the Maternity provisions in that Act these are provisions which apply to service user (customer) situations as well as in employment.
I am sure you and your clients in this Retail Park are aware that it would be unlawful to treat such a visitor unfavourably by virtue of her condition. To apply the same arbitrary time limit in this instance as is allowed for people without such 'protected characteristics' would be a breach of the Act. This is where a business model using remote cameras, such as yours, completely fails to provide any parking management whatsoever and alienates genuine customers - and retailers in the long run.
If you will not cancel your fake PCN I will of course require a POPLA code and reserve the right to raise additional points of appeal at that stage, as well as complaining to your client, the Retail Park Management and the landowner and the Store Managers too so they are alerted to the reason why the family are minded not to return if this is how genuine customers are treated.
