Well providing you are within time , send this to get the popla code to appeal independently. It's generic and in the third person as they are almost certain to turn down any appeal to them. We can help you with popla, don't do it yourself as it will fail

Dear VCS,
In reference to the speculative invoice xxxxxx dated xxxxxx, the keeper denies all liability to your company as it is an unlawful punitive charge, thus a penalty! If you reject this challenge the keeper requires within 35 days a popla verification code for them to appeal independently, per Version 3 of the BPA Code of Practice.
The keeper has nothing further to add, and will not respond to any correspondence from your company unless it contains the popla code, furthermore the keeper is fully aware that you must pay £27+Vat for this, so don't forget!
The challenge will be deemed accepted if there is no popla code on any rejection that you supply within the time-frame stipulated above.

Yes but what did you expect them to say? They were never going to say "no" were they? The fact that they said it doesn't make it true. When it comes to your POPLA appeal you'll be demanding they prove it by producing the contract.
Trust no-one in this murky area - no, not even the airport authorities. If they were all honest and above board you wouldn't be here in the first place because their trumped-up charges are all legally baseless, and they know it.Je suis Charlie.0 -

The only way you would get a ccj is if the case went to court, you lose and then you fail to pay whatever the judge orders within 28 days.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

Is this another "stopping" on the approach roads?
The Airport is run by Peel holdings they are well tied up with Excel/VCS so they will say they can pursue, they could pursue at the Peel centre in Stockport (same land owner) but a judge didn't agree!
Can not ever see them try a stopping case at any court!0 -
Another thing I forgot to mention was that I contacted Liverpool airport and asked them if vcs and them selves have an arrangement in place giving vcs legal authority to pursue these charges. They said yes
Wow you were a bit quick to believe on the basis of a phone call that the contract must somehow be valid and BPA Code of Practice compliant (it won't be). It's definitely a point for any POPLA appeal because you can put the PPC to proof otherwise (which is a heck of a lot of work for them and normally PPCs fail to show the contract). There will be a contract - yes certainly so there was no point phoning! - OF COURSE they are 'allowed' by the Airport to issue fake PCNs there, they'd be arrested and thrown off site if not! Doesn't mean you don't have a case because you certainly do.
Also this is in an Airport and so this is very likely not 'relevant land' as in the POF Act 2012. So they cannot invoke registered keeper (rk) liability at all unless they can show POPLA with maps and documentary evidence that this Airport road is excluded from the Airport byelaws. Unlikely I would say...

Make sure you do not imply who was driving, reply ONLY as the registered keeper - as the rk is not liable and this protects your position - the POF Act does not apply on land covered by byelaws.Hi. It's possible for ANYONE to take you to Court and try to win but you'd have to try very hard to lose against VCS!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
