I'd just like to comment on why the 2nd plumber has said "run the gas pipe up the outside".
It is crucial to ensure the gas pipe is sized to supply the boiler without starving combustion, he is correct, bends/elbows add to the restriction.
Ask both for their sizing calcs

Put a boiler in the loft over thirty years ago , NEVER had any problems ( sold the house to B.I.L , who rents it out)
Suggest Mr Ted tells us why we are wrong???????

Mr T was referring to the inconvenience of having a boiler in the loft - for him - not the customer.Perfection takes time: don't expect miracles in a day

People that I know with Combis have to keep an eye on the boiler pressure gauge and once in a while let a little water in via the filling loop, shirley if the bad boy is in the attic its a tad inconvenient.
You're right that could be a problem... And don't call me Shirley.

If a boiler in the loft gives reasonable length pipe runs, what does it matter if the owner has to go up the loft twice per year?
