The OP is the seller of a mobile phone, so in this instance Western Union is a very safe way for him or her to get paid by johnny foreigner.
Addresses can be for derelict properties. Someone in Manchester tried the same scam with us, but I sussed it out before we delivered.0 -

If you buy something from someone, and you have no address for them, then you cannot persue them through the courts to get a refund if it all goes horribly wrong.
Scammers like Paypal because it leaves no trail, just a throwaway yahoo or hotmail address...The money, Dave...0 -

Re Western Union and ignoring ebay terms and conditions, have it your way and disregard terms and conditions that you sign up for if you wish but please do not suggest it as a course of action to people asking for serious advice. Western Union is NOT allowed as a payment option on ebay.

Ok have it your way, disregard terms and conditions that you sign up for if you wish but please do not suggest it as a course of action to people asking for serious advice.
They want to sell a mobile via ebay, given that mobiles are often bid on by scammers, what makes you think that my advice to only take payment by cheque or postal order, or by WU for overseas buyers is not serious??
Have you read todays post from someone who sold a phone on ebay to someone in italy, got paid by paypal and is now looking at losing their funds?The money, Dave...0 -

Ebay law does not equal real law.
It's better to take payment for at risk from scammer items in a form that cannot be reversed.
