    The article is talking about refresher training, and keeping standards up.

    The standard to drive a panda car isn't as high as it is for a traffic police car, but it is still far higher than the average road user.

    I don't have the exact figures, but the article was from 2010. Very stringent refresher training has been introduced since then in most counties (if not all), by all emergency services.

    Have a read of Dorset Police drivers policy many are the same. West Midlands refers to ubv Dorset call them basic. No training in response or pursuit, in short they have a driving assessment which is less than a driving test.

    And they wouldn't be able to drive on the blues, or be exempt to road traffic laws such as speeding etc...

    They would just be able to drive it as a normal car.

    And where do you get that from?

    Unless things have changed recently (which I doubt as standards are getting more stringent), then without any extra training the panda cars can only be driven as a normal car. And not driven on blues, or be exempt to any road traffic laws.

    Do you accept some forces don't give basic drivers any training?

    I think you'll find they do have an exemption to speeding and red lights. The law makes no mention of driving grade tho force policy will state different. It will state something like only speed and use blue lights in the gravest of circumstances.

    Speeding and red lights on duty. How can you break a law you are exempt from?

    They are only exempt when responding to an emergency or training. If they aren't, then they are subject to the same laws as everyone else.

    Basic drivers can't drive on blues, they can only drive them the same as any civilian can drive their car.
