If I were you OP I'd contact the local press too. I'm sure they'd be interested in your story. Bad publicity for the practice will be most unwelcome by the doctors. They will hate discussing parking issues during consultations. And the more people that do it the more likely they are to realise the error they have made starting this in the first place. Your practice will also be registered with the CQC. If you wished to cause them some grief complaints to the CQC. Finally just change doctors and encourage as many people you know to do the same. As they are paid per patient that will hurt them in the most painful part of the body... The pocket!!!

There you go, as plain as mud like the rest of the carp from poplaIf representations are made to the operator in respect of the parking charge notice and are accepted, then the parking charge notice will be cancelled.
If the representations are not accepted the operator must send the rejection notice to the motorist with the reasons for the rejection. They should also include an appeal form, as well is the verification code, allowing the motorist to appeal to POPLA. In the case of online representations, the appeal form can be replaced by a link to the POPLA website but must always include the verification code. Operators should not need to be asked for this by the motorist.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Nowhere there does it say that the motorist wins by default if the code has been 'forgotten' and is timed out.
As I said, until a case is won on that point, I would not want to rely on it.0 -
Hi guys...just an update. no word as of yet but have definitely submitted an appeal online to parking eye.
have also written to the pct to advise them of what's goin on. it is ridiculous that they're pretty much there to try and take advantage of people when they're just trying to get basic healthcare.
Will let you guys know if I get any correspondence.
Had a quick question though... if they don't get back to me is the responsibility on me to chase up the appeal. I don't want the fine to build up higher or go to a debt collection agency.
You need to write to the CCG which your surgery belongs to, and it might be a good idea to write to the practice manager in confirmation that they told youThe practice manager also said that a few people had been coming in and they forgot to let people know about the charges because the systems meant to be active last week......................I'm smiling because I have no idea what's going on ...:)

It's bordering on fraud for the Practice Manager to cheerfully admit they've forgotten to tell people about the rip-off new 'scheme' and yet they won't tell their agent to cancel a fake PCN if a person gets one as a result of the clinic's own negligence. They are leaving vulnerable patients at the mercy of a notorious profit-making parking firm who take people to court! If anything deserves a major complaint and a local newspaper article naming and shaming them, it's this scam.
But make sure in the meantime that you follow the advice here and do a soft challenge first, followed by reading up on how to word a winning POPLA appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It's there in the code of practice, backed by what popla says in the annual report. And saying its basically not relevant until a case is won on that single point is a bit stupid frankly, as you are not appealing or challenging on a single point, but a myriad of things which this will be a part of.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. I've never understood why people persist in popping in to have a natter about this sort of thing. OK, go see the Practice Manager once (you never know, it might work) but, having been given the brush-off, it's time to get heavy and put it on paper. Formal letter to the Practice Manager explaining that you hold the practice liable for the actions of its agent and demanding that the fake ticket be cancelled. If that gets nowhere, similar letter to all the partners in the practice (since they are the Manager's employers).
The suggestion of pointing out to the practice that, as part of your POPLA appeal, you will be demanding that PE produce the contract between them and the practice is good, very good.

You are right bazster, they really cannot get away with fobbing poor patients off to the mercy of a PPC which sues people, when they have caused this. Totally agree with sentiments, but in this world, things ain't alays fair. So be careful how you approach the Practice Manager
