Right do not stand for that rubbish
Go back to the surgery, Tell them as it was them that hired them that they are the principal so it is entirely down to the surgery.
Do not leave until they sort it out for you.
Also tell them that if they do not deal with it that should this matter proceed to legal action you will be seeing the contract between PE and this Doctors surgery and will be finding out what kick back they get.
Would a doctors surgery be subject to an FOI?

She immediately didn't want to have anything to do with it and gave me a pre printed sheet from parking eye saying that the staff at the practice have no power to deal with appeals and to write to them online etc.
And why do PE provide the surgery with that pre-printed sheet? Because if the surgery starts getting involved in cancelling tickets and the word gets out amongst their patients, then PE's income is stuffed.
They don't want patients going anywhere near the Practice Manager over this. Stinks.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Also this is breach of the Equality Act 2010, as some people are going to be disabled using a doctors surgery, no adjustment means a breach. Just as with many supermarkets the contract with PE may well require the Surgery to pay to get a parking charge cancelled which is why they are reluctant to do so. PE's argument is that they have done their job as requested & legitimately nabbed an offender so if they have to forgo the full ransom the principal should be pay for the privilege. It makes you wonder what kind of idiot would sign such a contract - possibly the Practice Manager?0

Hi guys...just an update. no word as of yet but have definitely submitted an appeal online to parking eye.
have also written to the pct to advise them of what's goin on. it is ridiculous that they're pretty much there to try and take advantage of people when they're just trying to get basic healthcare.
Will let you guys know if I get any correspondence.
Had a quick question though... if they don't get back to me is the responsibility on me to chase up the appeal. I don't want the fine to build up higher or go to a debt collection agency.0 -

is that from the date of the alleged offence, the date the penalty came through (which was about a week later) or from the appeal date?0

It's from the date of the challenge, they must either accept or reject within that timescale.
