Some people say if an MOT inspector deems it as "too loud" it won't pass, but I'm not convinced and seems rather wooly, anyway...
There have also been crackdowns in the past where they've pulled people over under noise pollution laws iirc.0 -

The laws on exhausts are rather complicated with lots of grey areas.
For the MOT if the exhaust is deemed "unreasonably louder than standard" then it should fail the MOT
As far as legalities
Construction and use regs say it is illegal to modify the exhaust system on a car to make it create more noise.
It doesn't seem to cover removal of the standard exhaust and replacement with another exhaust that makes more noise as standard.
There are noise limits imposed on brand new vehicles. This covers the "drive by noise" of the vehicle so it includes engines and tyre noise.
A device is used to measure the sound.
The problem is, for consistent and accurate results it has to be done under very strict controlled conditions.}
Some police have the device also, but the grey area arises when the vehicle in question doesn't have a tachometer to measure engine speed and the police can't replicate the controlled conditions.
Most cars have a noise limit of 90DB, but certain sports cars (Certain VXR Vauxhalls, TVR's ect) had a higher limit allowed for them, but i can't remember what the value was.All your base are belong to us.0 -
