Incorrect; it's the seller who gets hit with the deficit.
Scroll through the forums; you'll find a number of people who have been on the receiving end of credit card chargebacks.
This is why paypal offer 'seller protection' (very strict and specific requirements) - it's to prevent this happening.
Examples here:

Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -
nice of you to bring up my post ff!!
yup, i can confirm in support of ff, that when a chargeback is performed the seller has their funds frozen to recover the deficit.0 -

you go to the police crying to say that you've been ripped off, you have to prove that you actually sent the cheque for a specific item, and then you have to prove that you never received goods.
whereas with paypal its down to the seller to provide proof of delivery.
Forget about the police, they won't care, it's one for the small claims court.
But if the sellers a crook and uses paypal, no trail is left and you don't get your money back, I didn't...The money, Dave...0 -

probably because you chose the wrong seller.
if you happened to choose a seller on whose items paypal offer the '£500 buyer protection guarantee' there is no way I can see how paypal could have denied you a refund.
and as we have mentioned numerous times, paypal backed by a credit card is double secure.0 -

Sellers with £500 buyer protection guarantees are pretty rare. Surely ebay can afford to protect buyers more with the amount they make.0 -
'As a seller, you automatically qualify for PayPal Buyer Protection when you meet certain eligibility requirements. You must have:
A Verified PayPal Premier or Business account
At least a 98% positive feedback rating (this includes feedback from repeat buyers and sellers)
An eBay feedback score of 50 or more
PayPal as a payment method during the eBay listing process (PayPal Buyer Protection only covers items paid for with PayPal
A PayPal account in good standing
List the item on an eligible eBay site. '

It's really not that hard to qualify. I have less than 100 feedback and I offer it.My TV is broken!

It's not rare for business sellers! I am only a fairly small scale seller - I have it. My buyers are fully protected - much more so than me!"There is a light that never goes out"0 -
Am I the only person who likes paypal?? As both a buyer and a seller it is quick, easy and convenient!
I have used paypal for years now and I have never had any problems reclaiming money from dodgy sellers! (and I've never needed to go through my credit card provider!)
When I'm buying something I like to know that I will receive it quickly - so I use Paypal.
When I'm selling, I like to receive my money quickly and get shot of the junk...I mean quality goodsas soon as possible - so I accept paypal!
Most sellers who get hit with fraudulent chargebacks, get hit with them because they have not sent the item trackable or because they have sent it to a different address from the one held on paypal.
So I'll say it loud, and say it proud - I LOVE PAYPAL!:D....It's nice to be nice.....:D

rare? no they're not.
ebay have made available guidelines, so too have paypal, if you choose not to follow them and cannot make a sound judgement based on those guidelines you have no right to blame paypal.
I dont think paypal are great, far from it, but they offer buyers far more protection than they do sellers, and paypal is far more secure than a cheque /PO/bank transfer0 -
the safest way to receive a payment is to wait until the funds are cleared and in your account.0
