Totally agree with the other posters. It was a no-brainer that you should have taken this to POPLA and beaten them. Too late now.
What happened when you COMPLAINED about this harassment, to the hospital then? Did you actually do anything? Why would anyone not complain about this utter scam which breaches the BPA Code of Practice and which the Hospital themselves could cancel for you, if you are assertive enough in a written complaint?

If you had said "S*d it, they can take a running jump, I'm not paying", then fair enough, a positive decision.
But you have !!!!!-footed around saying you were going for the bargain reduced offer then dithered so that you have missed both POPLA (as advised) and the reduced sum and are now trusting that the PPC won't do court.
Frankly, don't know why you bothered coming on here and I, for one, won't be prepared to help if you do get any correspondence from Northampton.
Well now I am confused as I was told not to do anything until receiving some sort of correspondence from the parking company.
This is what I was doing...I assume this is wrong.....
I did complain to the hospital, I wrote a lengthy letter about the company however their reply was its a totally separate company and they have no control..bla bla bla.0 -
I think I can see why the OP is getting confused here:
He is now being told he should have gone to POPLA etc, but he did as suggested and waited for his notice to keeper. However he has received no communication from the PPC at all.0 -

Thanks for this f-j. I've re-read the thread from Post 1 and there's nothing to indicate that the OP has received anything other than his windscreen ticket.
OP can you confirm - no other correspondence via the post has been received by you from the PPC?
If that is the case then the PPC will time-out for issuing the NtK to the Regustered Keeper (within 28 days after the expiration of the first 28 days following the issue of the windscreen ticket).

Oh! I am so sorry to lambast you for not using POPLA if the registered keeper was never sent any letters at all. You did the right thing to wait for the first Notice (which never arrived) and to complain to the Hospital.

Hello, sorry for the delay.
Right when I received the ticket I was given it in person and I refused to provide my personal details.
As advised I left it to await and contact from the parking company, which I have not received any Notice of/to keeper.
So, all I still have is the original ticket and my payment ticket for the time on the pay and display machine.
Does that clear things up?0 -

If the PPC makes no further contact with you, then they won't be pursuing the case. They may have agreed that they should have allowed you the grace period, or they may have decided to cut any possible losses in pursuing you as they'd be unlikely to win if you appealed to POPLA.
Normally no news is good news, but in PPC-world no news is just that - no news. Expect the unexpected!!
I know you want to bin your windscreen ticket, but that really does hold a crucial date on it, should at any time in the future the PPC finds your case in the bottom of someone's In Tray and then chances their arm on a NtK to you, you will have the vital evidence to say, 'sorry pal, you're out of time'. So just keep it somewhere safe!
