No, she states they are not included in the target.
She does not say that they are not included in the net migration figures. She says they are not included in the government target (as in the government tagret to reduce immigration).Legitimate university students are included in the target even though they bring billions into Britain - and those are being squeezed. Yet student visitor visas aren't included - and growing abuse in that category is being ignored. Stronger checks are needed on shorter-term student visitor visas."
They are clearly included in the figures outlayed in the OP.0 -

There is no mention of net migration in what I have quoted. You have seemingly added this yourself or misread what it states.
They are clearly included in the figures outlayed in the OP.
Graham I have read the quote again and still read it as degree course type students are included in the net migration target but that short term language student type visas are not included in the target presumably because they are not part of 'net migration'. I can't see there is another way to read it.I think....0 -

Even if you read it that way ( and I can see your issue)... doesn't that pose another issue...the issue being our net immigration numbers are....well....wrong?
The issue with these visas is that there are no checks to fathom out whether they overstay or actually undergo education. So it appears a back door entry.
IF excluded from the figures, it could actually go some way to explain why the student visas have dropped. As these have increased dramatically.
Maybe it's not more about deterring, but more about ease for those coming to the UK?0 -

I notice you haven't even attempted to argue what I laid out about infrastructure....probably as it's too much of a challenge for you. Far easier to call people racists, muddlers, xenophobes than it is to actually debate the infrastructure issues, or even put them to bed.0
