I agree with this, despite everything it comes down to the lease of the apartment, if you own it there should be no problem as you must have a copy of it. I still haven't recieved a notice to keeper, but I think I'm going to have to concede this one.
The rules are anyone in the carpark must display a pass and I can't guarentee I was displaying the pass at the time.

Bloody hell don't back down to these made up rules, you were parked in your own designated bay! There is no loss to the landowner or the leaseholder as that is you. If you had a house with a driveway , would you pay an invoice by someone who has trespassed your land ?
It's your money obviously and we can't force you to do anything, but please consider this carefully, once you start funding this scam I can guarantee you they will be back for more as they will see you as a mug! Someone is making up some idiotic rules governing YOUR OWN parking space, and you think they can then demand money from you for breaking said petty rules? I see such behaviour with 6-year olds playing. But for a grown adult to fall for it is astonishing. Can you give me your address, so I can post a fake invoice on your car, which you will pay. If you really like throwing your money away, then there are plenty of good causes; the low-life scum that are the PPCs are the complete opposite.

I think you are being harsh on OP who came on here for advice and information. If it was me, I wouldn't pay and would go through POPLA. If that failed, I would wait for the N'ton court letter and have it heard in another jurisdiction.
However, info given to OP is as follows.
Devere do court.
They seem to win a lot locally.
Lease indicates residents must display permit and that is in the agreement - not a winner at POPLA, I contend, unless the PPC fails to show rights to charge.
Nothing too positive posted so far to give OP confidence that they have a chance of winning.
Given that, and an inexperienced OP, then it is their choice to take the reduced amount or not. And it's their cash at the end of the day.
I suggest less knocking them and give them some real pointers to winning.0
