    well put, but to be honest what ordinary person is going to go to those lengths - all that they will do is make an absolute nuisance of themselves with the police and the council.

    I've phoned the police (non-emergency number) several times when obstructed. They phone the registered keeper and tell them to move the car immediately. Not sure what happens if they refuse / don't move within a short time, as the phone call from the police has always done the trick.

    Potentially, you could arrange alternative transport (e.g. taxi), and then sue the person for the costs through the Small Claims Court. More effort than it's worth, really, but I know there's some dedicated people on this forum!
