My son's car is sorned & parked on private land adjacent to lock up garages 1 of which we rent. He has been issued with a parking charge notice by a private contractor. The reason for issue is given as expired tax. Are they allowed to issue a charge for this reason

No, they are trying it on. But who actually gave your son's car this Parking Charge Notice? Are they on the AOS list who can get his details from the DVLA? If he ignores but then find they have written to him and by getting his details from the DVLA this is probably reportable as they have no authority to issue their fake tickets on the basis you have given(nor authority for any tickets of course).

If they are not on the AOS list then they cannot get the RK details from the dvla at all. Which company is it ?

If they are NOT on the AOS list then completely ignore this. Do NOT appeal. If you do, you'd have just handed scammers your details on a plate!

Non-AOS parking companies cannot get DVLA data by any method. Other people can, like landowners, where there is reasonable cause - BUT NOT parking companies unless they are in the AOS.

So frame it and laugh at it!! Who's it from, can we see it and laugh at it too?!

As a matter of interest, how much is the tax out of date and is his insurance current?
